Step 1 prep work.

You will be looking for any decking that has rotted or bowed.
How to lay felt on a flat roof.
Go to a roofing merchant rather than b q for materials.
If the felt is in a brittle aged condition then i would suggest you strip back to the concrete first.
If there are roof battens nail the tiles to them.
Start at the bottom of the roofline and work up so any water that gets through the roofing material will shed down the tar paper and will not go under it.
Next find the center of the roof at the top and the eave then snap a vertical chalk line.
Then use a utility knife or scissors to trim away the excess so the mesh fits tightly against the roof.
Laying the felt the roofing felt should be applied in layers that overlap.
Check to ensure the roof is in good enough condition to walk over.
Laying the second bonded layer of underlay felt.
The first section of the tiles is cut to size and attached to the roof starting at a lower edge and working up.
Otherwise attach the tiles to the roof felt.
If it were me i would go with a top quality sbs modified and polyester reinforced 2 layer felt system.
As you work the paper can be tacked down in the center so it won t blow away.
Cutting your felt pieces.
Will last you 35yrs.
Start by measuring the length and width of one side of the roof in.
Use roof adhesive to fix down the tiles as each one is slid into place and nail the tiles down.
Step 2 placing the felt.
Add about 2 inches 5 cm to each of your measurements before calculating the area.
You can install the mesh over old roofing material or insulation.
Laying the first nailed layer of underlay felt.
Lay fiberglass mesh over the roof and cut it to length.
Calculate the area of your roof by combining the area of each surface.
This will give you extra felt to hang over.
Installing any gutter drips.
This layer is not bonded to the decking so that the decking can move without damaging the felt roof.
The felt keeps the roof deck dry before shingles go on protects against wind driven rain as shingles fail and increases fire resistance.
